'Her defence is that her husband was is adulterer. She claims he said the name of his mistress during intercourse.'
Officers have recovered the bloody knife and the severed penis from the scene.
Local media reported that doctors tried re-attaching the phallus but without success.
Meanwhile, the wife was detained at the Baguio City Police Station where she was charged detained on suspicions mutilation.
The furious wife told police: 'My husband was saying his mistress's name, not mine. I was influenced by alcohol, but I knew what I was doing.
'He would beat me and throw away my clothes and tell me to leave the house.
'He knows that he is also at fault. He shouldn't try to deny it, he shouldn't try to lie that hasn't done anything wrong. It's so obvious, because I see it.'
The wife added that she had been trying to charge the man with adultery, but lacked the evidence to do so.
Police said she will be charged for mutilation under Article 262 of the Philippine Penal Code.
The offence carries a penalty of between 12 to 40 years in jail.
